How to Run Meta Ads Step by Step (Facebook and Instagram) in 2026
How to run Meta ads on Facebook and Instagram step by step: business portfolio, pixel, objective, ad set, ad, launch, and how to read the results.

The short answer
To run Meta ads: create a business portfolio and ad account, add a payment method, install the Meta pixel on your site, then in Ads Manager create a campaign with one objective (such as Leads or Sales), set the budget, location and audience in the ad set, upload your creative and text in the ad, and publish. Meta reviews the ad, then it starts delivering and you judge it by cost per result.
Meta ads are the ads you see on Facebook and Instagram. You create and manage them in Meta Ads Manager. This guide walks through the whole setup step by step, the way I set up a new account, and how to read the results without fooling yourself.
Quick note on names: in India "meta ads" is now searched more than "facebook ads", but they are the same thing: one system that runs ads across Facebook, Instagram, Messenger and Meta's partner apps.
Before you start: a 5-minute check
Do not open Ads Manager until you can answer these:
- Who is this for? One kind of customer, in one place.
- What do you want them to do? Fill a form, send a WhatsApp message, buy, install.
- Where will they land? A fast page with one clear button, a lead form or WhatsApp.
- Who replies, and how fast? Leads that wait go cold.
- What is a good cost per result for you? Decide before you spend, not after.
Step 1: Set up your business portfolio and ad account
- Go to business.facebook.com and create a business portfolio (Meta's new name for Business Manager).
- Add your Facebook Page and Instagram account to it.
- Create an ad account, choose your currency (INR) and time zone (India). These cannot be changed easily later.
- Add a payment method in Billing.
- Add a second admin you trust, so you are never locked out.
Step 2: Install tracking
Without tracking you cannot tell which ad brought the result.
- Open Events Manager and create a dataset (the pixel).
- Add it to your website, either with your website builder's Meta integration or through Google Tag Manager.
- Set up the events you care about, such as
Leadon your thank-you page orPurchaseafter checkout. - Test it: submit your own form and check the event appears in Test events.
If you use Instant forms or WhatsApp instead of a website, Meta tracks those results inside its own platform.
Step 3: Create the campaign and choose an objective
In Ads Manager, click Create. Meta asks for an objective. The six options are:
| Objective | Use it when you want |
|---|---|
| Awareness | Many people to see the ad and remember it |
| Traffic | Visits to a page or app |
| Engagement | Messages, video views, post engagement |
| Leads | Enquiries via forms, calls or messages |
| App promotion | App installs and in-app actions |
| Sales | Purchases or other valuable actions on your site |
Pick the objective that matches the real goal. Meta shows your ad to the people most likely to take that action. Choosing Traffic when you want leads usually brings clicks that never enquire.
At campaign level you also choose whether Meta spreads the budget across ad sets (Advantage+ campaign budget) or you set it per ad set. For a first campaign, one ad set with its own budget is simplest.
Step 4: Build the ad set: budget, audience, placements
The ad set decides who sees the ad, where and how much you spend.
- Conversion location: website, Instant form, WhatsApp, Messenger or calls.
- Budget and schedule: a daily budget is easiest to control. Set an end date for tests.
- Location: be precise. A clinic in Noida does not need all of India.
- Age, gender and language: set real limits only where your customer truly fits them.
- Audience: Meta's Advantage+ audience lets the system find people, using your suggestions as a starting point. For local businesses, combine a tight location with broad interests and let the creative do the filtering.
- Placements: Advantage+ placements (all) is fine to start. Switch to manual placements only for a clear reason, such as Instagram-only.
Step 5: Create the ad
- Choose the Facebook Page and Instagram account the ad runs from.
- Choose a format: single image or video, carousel, or collection.
- Upload your creative. Vertical video and square images suit phones best.
- Write the primary text. The first line is the hook; most people never read further.
- Add a headline and a call to action button that matches the action: Learn more, Sign up, Send WhatsApp message, Shop now.
- Add the destination: website URL, Instant form or WhatsApp.
Not sure what to say? Search your market in the free Meta Ad Library first, and use AI to write variations; I show my process in how to run Meta ads using Claude.
Make two or three versions that differ in one thing (the hook, the image or the offer) so you learn what works.
Step 6: Publish, then wait
Click Publish. Meta reviews the ad against its advertising standards, usually within about a day. After approval, the ad set enters the learning phase, when Meta is still working out who responds best.
During the first few days:
- Do not change budget, audience and creative every few hours. Each big edit can restart learning.
- Check that leads are coming in and someone is replying to every single one.
Step 7: Read the results honestly
In Ads Manager, add columns for Results, Cost per result, CTR (link click-through rate) and CPC.
| What you see | Likely problem | What to try |
|---|---|---|
| Low CTR | The ad does not stop the scroll | New hook or creative |
| Good CTR, few results | The page or form is the problem | Faster page, fewer form fields, offer matching the ad |
| Good results, poor quality leads | The offer attracts the wrong people | Add a qualifying question to the form |
| Rising cost after weeks | Audience has seen the ad too often | Fresh creative |
Then follow every lead to the end: how many replied, visited, bought? That is the number that matters. More on this in what performance marketing is.
Common beginner mistakes
- Using Boost post instead of Ads Manager.
- Targeting too wide a location for a local business.
- No tracking, so nobody knows which ad worked.
- Changing everything daily during the learning phase.
- Slow replies. A fast reply often beats a cheaper lead. See WhatsApp Business app vs API for faster follow-up.
Before your next launch, run through the free Meta ads launch checklist.
Questions people ask
- How much money do I need to start Meta ads?
- You choose your own daily or lifetime budget in Ads Manager, so you can start small. Spend only what you can afford to learn with, and check Meta’s current minimums in your ad account currency.
- Which objective should I choose?
- Choose the action you actually want. Leads for enquiries, Sales for purchases, App promotion for installs, Traffic only when you just need visits. The objective tells Meta whom to show the ad to.
- How long does Meta take to approve an ad?
- Most ads are reviewed within about a day, often faster. Ads that need a closer look can take longer.
- What is the learning phase?
- A period after launch or a big edit when Meta’s system is still working out who responds best. Results swing more during it, so avoid big changes for the first few days.
- Should I boost a post or use Ads Manager?
- Ads Manager. Boosting is quick but gives you far less control over the objective, audience, placements and tracking.
- Do I need a website to run Meta ads?
- No. You can use Instant forms (lead forms inside Facebook and Instagram) or send people to WhatsApp or Messenger. A website gives you more control and better tracking.
- Can I run ads only on Instagram?
- Yes. In the ad set, switch from Advantage+ placements to manual placements and keep only the Instagram placements you want.
- Why is my ad getting clicks but no leads?
- Usually the landing page or form is the problem: slow loading, too many fields, or an offer that does not match the ad. Fix the page before spending more.
